BY-LAWS OF THE
ALABAMA STATE COONHUNTERS ASSOCIATION
ARTICLE I
The name of this association shall be the Alabama State Coonhunters Association.
ARTICLE II
The purpose for which this association is organized is to promote and encourage the great sport of coon hunting; to seek to encourage proper practices of conservation of our raccoon and their natural habitats; to encourage the propagation of raccoon; to encourage the liberation of live raccoon so that its numbers will increase rather than decrease; to promote and maintain friendly relations between land-owners and coon hunters everywhere; to place our coon hunting fraternity upon the highest standard of sportsmanship so that we can pass on to posterity a sport unsurpassed in wholesome recreation, enjoyment, pleasure, and delight.
ARTICLE III
Section 1.
Any citizen of the United States with suitable character and interest upon application and payment of the necessary fees and dues may become a member of this association.
Section 2.
Active members of the Association shall be those persons accepted into membership as herein provided, whose dues or fees have been paid in full and are not in arrears.
Section 3.
No member of this association shall be involved in the commercial exploitation of the raccoon or any wildlife.
Section 4.
The yearly dues of each member shall be ten dollars. A membership with option of hat or t-shirt may be purchased for fifteen dollars. For twenty-five dollars a membership may be purchased which includes a hat and t-shirt. Memberships will run from January 1 to December 31. Lifetime memberships are free for all ages sixty-two and older. If under the age of sixty-two a lifetime membership may be purchased for one hundred dollars. The price of a hat or t-shirt shall be ten dollars. Car tags may be purchased for five dollars. You do not have to be a member to purchase said items.
ARTICLE IV
Section 1.
The annual meeting of the Association shall be held at such time and place as the Board of Directors and Officers shall designate for the Annual State Championship.
Section 2.
At such meetings, the order of business shall be:
1. Reading and adoption of the minutes of the previous meeting
2. Reports of Officers and Board of Directors and committees
3. New Business
4. Election of officers for ensuing year
Section 3.
Special meetings of the Association may be called to be held at such places and on such dates as may be deemed suitable by the Board of Directors and Officers or the President.
Section 4.
All meetings shall be conducted according to parliamentary rule. Open discussion on all measures shall be permitted and encouraged.
Section 5.
A meeting of the Board of Directors and Officers shall be held coincident with the annual meeting. Special meetings of the Board of Directors and Officers may be called by any member of the Board of Directors or by the President.
Section 6.
Notice of every annual meeting of the Association shall be given to each member by the Secretary/Treasurer at the State Meeting (State Hunt).
Section 7.
Any club(s) interested in hosting the Alabama State Championship, Alabama State Hall of Fame, or Alabama State Youth Championship must be a member of the Alabama State Coonhunters Association and in good standing with the Association. Club memberships are thirty-five dollars annually and run from January 1 to December 31. Club(s) must submit their bid at least ninety days prior to the event requested.
Section 8.
The Alabama State Coonhunters Association is to pay for the advertisement in the Coonhound Bloodlines, conformation fees, and buy four trophies for the Alabama State Championship and Alabama State Hall of Fame. The Alabama State Hunt Champion will only have to hunt one night of the two night State Hunt. The owner and handler of the Alabama State Hunt and Show Champion will have to be paid members of the Alabama State Coonhunters Association.
Section 9.
The Alabama State Coonhunters Association will receive twenty-five percent of the profits of the Alabama State Championship and Alabama State Hall of Fame Hunt.
ARTICLE V
Section 1.
The management of the Association shall be vested in the Board of Directors and the Officers.
Section 2.
At meetings of the Board of Directors and Officers, a majority of the total members shall constitute a quorum and a majority of those present at any such meeting shall prevail.
ARTICLE VI
Section 1.
The Board of Directors of the Association shall consist of six members who shall be elected by the membership at the organizational assembly and shall remain as Directors for a two year staggered term during good behavior, or until such time as he/she is removed by resignation or death, or by dismissal by a majority vote by the Board of Directors. Any member of the Board, who by his/her indifference of conduct or failure to discharge his/her duties by missing two consecutive meetings, unless he/she shall offer an excuse satisfactory to the Officers and Directors, shall be deemed to have resigned as a Director. A vacancy shall be declared and a new member appointed by the President.
Section 2.
The President, Vice-President, or Secretary/Treasurer shall be elected by a majority vote of the active membership voting, and shall hold office for one year, or until his/her successor has been duly elected and qualified.
Section 3.
In the event of the vacancy of the office of President, Vice-President, or Secretary/Treasurer, the Board of Directors shall elect some member of the active membership to fill the remainder of the term until a general election can be held and a new officer duly elected and qualified.
Section 4.
The method of balloting by the membership shall be determined by the Board of Directors and Officers. Each and every active member shall have an opportunity to cast his/her ballot in a fair and equal manner.
ARTICLE VII
Section 1.
The Board of Directors and Officers shall have the power to manage the affairs of the Association on any and all questions relating to, in any manner whatsoever, thereto, and make all contracts necessary for the proper transaction of all business. They shall have jurisdiction over all matters pertaining to the care, conduct, control, supervision, and management of the Association and all appropriations shall be made by them.
Section 2.
The President shall have the following specific powers:
1. Shall serve as Chairman of the Board and legislative liaison.
2. Shall be responsible for organizing host club(s) for the Alabama State
Championship Hunt.
3. To appoint delegates or representatives for the purpose of conferring with other
Associations or clubs regarding any matter which may concern this Association.
4. To suspend or expel a member, with the majority of Directors and Officers in
agreement, for conduct in violation of rules or behavior improper or prejudicial
to the interest of the Alabama State Coonhunters Association.
5. To call special meetings of the Association to consider special subjects.
Section 3.
The Vice-President in the absence of the President shall perform the duties of the President. In the event of the death or disability of the President the Vice-President shall act until the vacancy has been filled by the Board of Directors.
Section 4.
The Secretary/Treasurer shall keep the minutes of meetings and other official reports pertaining to the Association. He shall keep all records, papers, books, and documents belonging to he Association and shall perform such other duties as may be assigned to him/her. The Secretary/Treasurer shall keep account of all monies of the Association, and shall deposit all monies received by him/her in such bank as is designated by the Association. He shall not pay out any of the money of the Association except in such manner and for such purpose as shall be approved by proper officers of the Association. He shall not be responsible for money or funds of the Association paid out or disbursed upon checks or vouchers therefore which have been properly signed and countersigned. At the annual meeting of the membership he shall submit a detailed report of the financial position of the Association for the preceding year which may, if deemed necessary, be audited by accountants designated by the President and approved by the Board of Directors and Officers. He/She shall send a monthly bank statement to the President and Vice-President.
Section 5.
The Board of Directors and Officers shall record the names engraved on the plaques for the Hall of Fame Hunts.
ARTICLE VIII
Section 1.
Amendments hereto, may be at the annual meeting or at a special meeting called for that purpose, provided such amendment or amendments are endorsed by a majority vote by the Board of Directors present.
These by-laws are based on original charter. All previous by-laws which conflict with these revised by-laws are hereby repealed.
